Yes. Capture and recall work from data on your device without a network connection. Sync is an optional background enhancement, not a requirement.
What gets synced?
Only what you opt into. When authenticated sync is enabled, private structured content is end-to-end encrypted before syncing. Media is stored with the provider you select.
Can I export my data?
